What are the differences in balancing steel wheels versus alloy wheels?

Why do alloy wheels cost more to balance?

1. different cost of the stick-on weight? cleaning the spot to put the weight? I can't think of anything else, it's really the same job with the same machine.
2. Alloys use either more expensive coated wheel weights, or stick on weights.
3. alloy wheels they have to use stick on weights and only on the inside of the wheel.
