Is it possible to fix the finish on alloy wheels that have been ruined?

I bought a used car with alloy wheels that had been painted over to look like new. Now they look awful. Is there a way to save them or do I need new wheels?

1. You could always try repainting them. Sounds like they should not have been painted in the first place but since the damage has been done it wouldn't hurt to give them a fresh coat if that is the look you want.
