4x4 on Ford Ranger 99 xlt wont kick in on front?

Replaced wheel baring and locking device on driver side front. All power seems to be going to the rear wheels. 4X4 lights come on dash, and you can hear it engage yet front wheels aren't spinning. How can it be fixed, or whats wrong, and if you know how to fix it what is the cheapest way to do so? and i checked all the fluids they have no metal shavings in them and when i put the truck into 4 low on the snow both the drive line that go to the front and the rear spin

1. If the front driveshaft is spinning then it's the locking hubs.
2. Could be the xfer case or Frond diff. The gears could be all chewed up if it was abused by a previous owner? essentially if the hubs are locked and the power is going to the front wheels there is no mechanical reason why it is not working. The electrical system would need to be the only place left to check.
